Traffic engineer activities for Kiev Highway Feasibility Project West border Ukraine
DESCRIPTION OF THE PROJECT
The study concerned the environmental techno-economic feasibility project of the Highway that was to connect the city of Kiev to the western border of Ukraine.
The study was funded by the EBRD in London as an implementation of a program of technical and financial assistance for the transport sector of the independent Commonwealth States (CIS). The Ukrainian government had planned to build a new highway of about 700 km from Kiev to Hungary.
VDP’s activities were the presence of a traffic engineer for six months in Kiew to perform the following activities:
– Organize and monitor the collection of data on traffic flows along the affected roads, through appropriate on-site surveys;
– Draft the Inception report for the part relating to the survey execution criteria, depending on the specific local conditions;
– Identify areas, nodes and branches of the network;
– Define the number and location of measuring sections, arrangement of devices, methods of carrying out surveys, give practical instructions to operators;
– Agree on executive procedures with the relevant bodies taking into account safety criteria and requests from the competent authorities;
– Ensure the correct conduct of the surveys and verify the reliability of the results;
– Provide for the collection of results and their compilation and presentation in the manner adopted in subsequent processing;
– Draft the final report in the sections relating to traffic (description of the surveys carried out, presentation of the results obtained, their analysis and evaluation).
