Strategic Environmental Assessment of the Rome Capital Beach Use Plan
DESCRIPTION OF THE PROJECT
The Land Use Plan (PUA) is a planning and programming tool for state-owned maritime areas without the value of an urban planning tool.
With the PUA, the issue of beach resorts, concessions, and beaches along Rome’s coast is brought into compliance, considering the coastal environment.
Due to its nature and its specific purposes, the PUA expects improved beach quality without increasing the facilities’ accommodation capacity. This means that the PUA will not lead to an increase in beach attendance but will improve its quality.
The Plan must be submitted to SEA pursuant to Legislative Decree 152/2006, as it defines the destination of the soils and the territorial planning.
Particular attention was paid to the issue of accessibility to the coastline and therefore mobility and transport. Reorganization and containment of parking areas are planned to safeguard and enhance the natural beauty of the areas present, while at the same time, the aim is to strengthen synergy with public transport.
Special attention was also paid through SEA to the subject of emissions to air, water and soil, as well as to the consumption of water resources, energy consumption and interference with biodiversity.
In fact, the PUA ensures protection of the context concerned and consequently the expected effects on the various environmental components are clearly positive.
SPECIFICITY OF THE STUDY
As part of the SEA’s activities, VDP was responsible not only for drafting the Environmental Report but also for the Environmental Incidence Assessment, as the Plan’s scope of intervention is affected by the presence of the Natura 2000 Network website in Castel Porziano. The Incidence Study highlighted the positive synergy of the Castel Porziano site with the Plan, whose objectives are to protect the natural and valuable elements present in the area.
On January 16, 2024, the public consultation for the SEA on the Plan was launched, which will last 45 days. As part of the consultation, to foster broader participation and awareness, the Department of Urban Planning organized a public meeting.
At the end of the consultation phase, incorporating the comments of citizens, and all those involved, the SEA procedure requires the Competent Authority to express its opinion on the Plan and the SEA documents with a reasoned opinion, before final approval.
