PROJECT DESCRIPTION
VDP together with the grouping composed of IMQ eAmbiente Srl, LAND Italia Srl, PETRA Soc Cop., led by IMQ eAmbiente Srl, has been commissioned to design the Technical Economic Feasibility Study (PFTE) for the drafting of the Preliminary Environmental Study, the Environmental Monitoring Plan and the Environmental Sustainability Report as part of the project to:
- the construction of the system connecting the two sides of Livigno through two single-cable cable cars which, starting from the valley station located near the station “Carosello Tremila” and the municipal structure Plaza Placheda, reach the intermediate station in the Freita area, to end at the mountain station near the arrival of the chairlift “Teola – Pianoni Bassi”;
- the construction of a parking lot to serve users of the ski connection, planned at the intermediate station on Via Freita.
The cable car in question is among those built for the Milan – Cortina 2026 Winter Olympics and connects the Carosello and Mottolino ski areas located in the municipality of Livigno.
The system is divided into two sections “logs”, connected by means of an intermediate station, near which the client is interested in creating an underground parking lot to serve the system’s users.
The first section of the system passes through the town of Livigno in the San Rocco area and then via Saroch, via Borch, the Spöl stream and finally via Freita, downstream from the intermediate station; the horizontal length of the route is approximately 700 m for a very modest difference in altitude measured between the two stations (approximately 12 m).
The valley station will be located near the area between the cable car “San Rocco – Baite Pel” and the service facilities of the “Ski Area San Rocco”.
The intermediate station will be made entirely of reinforced concrete and spread over multiple levels. In the underground section, in addition to several technical rooms serving the system, it is possible to find a 2-level underground parking lot. The building in question also houses the reinforced concrete stele on which the metal carpentry cable car station is fixed by means of anchor bolts.
The top station, on the other hand, includes the control cabin and the reinforced concrete stele on which the metal carpentry station mechanisms are fixed.
SPECIFICITY OF THE STUDY
The Preliminary Environmental Study (PPS) contains the minimum contents provided for in Part II, Annex IV-bis – contents of the Preliminary Environmental Study referred to in Article 19 of Legislative Decree 152/06 et seq. and is prepared according to the criteria set out in Annex V of Part Two of the aforementioned decree. The document’s structure includes the following topics:
➢ Definition and description of the work and analysis of consistency
➢ Analysis of the state of the environment (Basic environmental scenario)
➢ Identification and assessment of likely environmental impacts
➢ Measures and interventions to prevent, reduce and mitigate the effects
➢ Environmental Monitoring Plan (PMA).
In detail, the environmental factors affected by the project and their mutual interactions are examined, in relation to the type and specific characteristics of the work, as well as the environmental context in which it is inserted, with particular attention to pre-existing elements of environmental sensitivity and criticality.
